太正三十年（1941年），帝都东京夺回了和平的生活——“帝国华击团·花组”的队长神山诚十郎前往欧洲赴任，如今由天宫樱担任代理队长。就在花组每日努力奋斗之际，神山临时回国，身边还多了一位陌生的少女。她的名字是克拉拉，是因大型事故而覆灭的“莫斯科华击团”唯一幸存者。此时，一群自称“莫斯科华击团”的人突然来到了帝都——从莫斯科来的克拉拉到底是什么人？以及，本应覆灭的莫斯科华击团，此行究竟有何目的？帝国华击团·花组的全新战斗，即将拉开帷幕！
